Tuition fees at universities in Germany
Following is a judgement of the Federal Constitutional Court (Bundesverfassungsgericht), students are charged registration and tuition fees at universities and colleges in Germany as of 2005. However, there are some federal states (Länder) where universities still do not charge tuition fees. In general, tuition fees are approximately 500€ per semester and registration fees are about 50€ per semester.
The lists below shows you which federal states (Länder) charge registration and tuition fees so that you can prepare your bugdet to study in Germany:

Federal states (Länder) that charge registration fees of approximately 50€ per semester:Be advised that the registration and tuition fees may be different in some universities if you are not an EU student. Please, contact your institution to learn whether the general fees apply to your case.

A Broad Point
Tuition fees at German universities are controversial since they were brought in in 2005.
Many students demonstrate and strike, because they do not want education to be determined by the parent's budget (at last there was a big education strike at many universities in the end of 2009).
So the topic 'tuition fees' is still highly discussed in Germany.
Because of that and because of the changing governments in the different states, there are still changes in the amount they need to be payed, in which state they need to be payed and even by whom they need to be payed.
See below the current list of states that urge tuition fees:
Hamburg
Bavaria
Baden-Wuerttemberg
Lower Saxony
Northrhine-Westfalia (The government of Northrhine-Westfalia plans to drop the tuition fees by the end of 2011)
Important to know is, that (as Pakistani said) other fees have to be payed in every state:
Apart from registration fees, there are social contributions every student has to pay (In the states without tuition fees as well!)
The amount of the social contribution ranges between about 60 and 250 Euros per semester.
The more expensive fees usually include a ticket for public transport.
The other states do not urge general tuition fees, but you need to be attentive, because you may have to pay fees if you want to start your second studies or if you exceed the standard course duration.
(Also valid for states in which you have to pay general tuition fees. These are usually more expensive when you fit into one of the above cases).
